How tall should the fence be?

I use a 6 foot tall chain link dog pen panels for my pen and they work great, but with clipped wings you may could go a little lower. My dads pens are about 4-5 feet and he has no problems with chickens flying out, especially if they are well fed and watered.
 
If the fence doesn't have anywhere to "land" - i.e. it's narrow at the top-- and you tie some bright red plastic strips on the top of the fence, they will more likely be deterred. I agree, that they want something to land on, near the fence or at the top of the fence, in order to get them over the fence. Keep garbage cans, compost bins, etc. away from the fence. My girls have used those, plus the top of the henhouse, as landing spots in order to make their way over to the other side.
 
I have never had a chicken go over my 5 ft chainlink or 6 ft wood fence. But they have wiggled under and through some impossibly narrow gaps.
