How to change laws....

I live an area were chickens are not allowed, I would like to know how to change that. I believe the law states no agricultural animals but pot belly pigs are allowed. I called our local animal rescuers as my sister says and they said I'm not allowed agricultural animals but pets are fine, the man said he could not say being 100% sure if chickens are allowed .... I was confused but took it as if chickens were pets they would be fine. Soooo how do I change the law so chickens are 100% legal since I have friends who want chickens now and know people in the area who own them too.
