How to discourage paper towel eating/inexpensive replacements for paper towel

This stupid(lovingly) duckling keeps eating the paper towel I put down in their brooder despite their food being literally RIGHT THERE. She has no problem eating their food, none of the other ducklings eat paper towel, I've literally never had this problem to this extent once before in the 4 years I've had ducks, but I'm very worried because she keeps doing this (since she was about 1 week to now 3 weeks) and they're not big enough to meet out adult yet (I'm also worried she'll eat the bedding in there) so I cant just get them out of the house so she isn't around paper towel anymore. Nothing I've done has gotten her to stop and no paper towel isn't an option either because there needs to be something to catch their water and poop

How do I get this stupid duckling to not eat inedible things 😭

Try changing the bedding to pine shavings. I have my ducks on pine shavings by the time they are that size!
