How to gauge the Temperature on the brooder

Ok. So we are going to pick up 3 RIR's and
3 Red Stars on May 5th. I am going to start the coop in the morning and build a brooder as well. I have been reading multiple things about how to keep the chicks and one if the things I was wondering is how to regulate the heat lamp to keep it at 95*
 
Regulating the temp is a matter of using a thermometer (take the temperature on the floor of the brooder under the lamp) and then raising or lowering the lamp in relation to the floor to decrease or increase the temperature. The higher the light is from the floor of the brooder, the cooler the resulting temperature will be. You can also use bulbs that decrease in wattage to lower the temperature as well.
 
Is there a temp controller that will turn the light off when it reaches 95* or should the light always stay on?
