How to Get a New Breed Accepted

I'm not trying to work on a new breed. I'm just curious. I work with Lionhead rabbits and they're not an ARBA-accepted breed yet. I know all of the work involved in accepting a new breed of rabbit. (It's really terrible actually.) So how does one go about accepting a new breed of poultry?

Does the breed have to be shown at APA convention? If so, how many times and what does that entail?
