How to keep chickens from pecking each other

I have 2 chickens that haven't feathered out yet and the other chickens pick at them. I have segregated them the best I can. Any suggestions?
 
They are probably just working out the pecking order but it may be more than that. What I do with my chicks is I set out little blocks of styrofoam, the chickens will peck at it and not each other and it isn't harmful to their digestive system
 
Please, PLEASE don't let your chickens eat styrofoam! Styrofoam is good for absolutely nothing, besides insulating things.

That being said, what is your brooder or coop set up OP? Pecking can be caused by lots of things and figuring out what's causing it will fix things in a jiffy. It can be caused by lack of space or protein, too much heat, boredom, an overly aggressive chicken, external parasites, illness, ECT. Give us an idea of what you've got going on so we can better help you :)
