Only way to keep a duck's pen dry is to make the water completely unreachable other than their beaks. A pail with a grate over it will keep them out of the water but allow them to drink. Or a vertical milk jug with a hole on the side, again only big enough for their head to fit.

12in above, you can drop it a bit lower. Also make/put in a bin under the water bottle to contain any splashes so it does not seep to the rest of the cage/bedding.

Pic I drew below. Heat and food at far end. Water and space to waddle around at the other, note the container the water is in to keep it from spilling all over. You can make it small enough where they cannot go into this containment box but still reach the water. Or you can make it big enough for them to stand in it with a towel in there to help soak it up and keep it dry. Easy to change the towel out to keep it all dry.

I just used high up hanging water bowls, and put less water in it but more freqent, so they actually drink it rather than play splash water everywhere lol ... when its dark they should be sleeping so leave the water out of the cage.. when mine were little I cleaned there cage before bedtime, then gave them their last drink outside their cage.. that way i knew they were in warm dry bedding..
