how to pass regulations on chickens?

Hello! This is my first post. I am a college student and I am preparing to write a research paper on allowing backyard chickens with properties under 5 acres in Torrington, CT. Has anyone had experience on changing town laws about their chickens? I don't know where to even start!!! I am currently and owner of 2 hens and I want them to be legal!! Thank you!

Getting the ordinaces changed is sometimes hard work...lots of reading.. making up petitions and printing out info sheets on back yard chickens.
We got started here in Lee county Florida after a couple of us got citations, we called the local news stations and got interviewed on TV (fun) and then it snowballed from there..another Tv station then the newspaper. We used the worsening economy as our reason to keep our chickens for fresh eggs and fertiliser for our vegitable gardens. Read all through our threads as there a links to the TV interviews on there
