How to remove metal leg bands?

Do they sell a tool to remove these? My mandarins have leg bands and they look a bit too tight for me to be comfortable leaving them on.

I used wire clippers and a friend to help hold them still, worked great. Make sure to get them off asap so they do not cause issues, their legs grow quite fast.
