How to tell if membrane is dry

My humidity is 67% right now. There are bits of shell falling off but membrane is in the way and not tearing. The chick has a pretty good sized breathing hole (can easily stick its beak out) but the membrane won’t tear much more and keeps bouncing back. He pipped 21 hours ago. How can I tell if the membrane is too dry and what do I do?

Is the membrane brown? It's probably fine.
