How to use the Permethrin for the Gnats??

I read the instructions on diluting and made a spray bottle for in and around coop. Now today the hubby is going to get me a big sprayer to do the run and the wood line directly behind my coops and runs. These things stay right on the wooded border and under the tarps I have up for rain. This morning when I went out to leave them out they are everywhere. When I think of swarm I think of fast moving, dive bombing insects, but these gnats are just slowly drifting around. It looks like thousands of them. So do I proceed with just spraying the ground, trees, and fence where they seem to stay close? Do I kinda “mist” over them so that it comes down over all of them? I know I should take all the food and water from the area but how long should I keep my birds away from where I spray? Should I also make a spray bottle to spray the birds too? I’m also paranoid of using chemical on them but I can’t chance the natural remedies I normally try first.
Yesterday it was over 80* and today is suppose to be just as warm, is it true after a few days of the heat they die off? I’m so scared for my birds. My standards are free range and can run but my little bantams are in a run with string and netting over them, I’m paranoid of hawks finding them! This is my first time feeling helpless to protect my birds.
So I would really appreciate any advice and help on how to tackle this!
 
Not sure it's the same, but I just built a lean-to and the guy didn't put flashing so when it rained, it soaked the ground and left it a muddy mess, so then I had to put straw down which then removed the remaining grass, so I was left with moist ground beneath the straw and then something must've laid eggs because I have millions of those gnats everywhere, esp at night.
I don't have an answer except to dry out whatever is attracting them. For me, I am waiting for the guy to bring the flashing. I plan to plant grass seed when the ground dries out.

What do they find attractive about the tarps? There must be water somewhere attracting them?
