How to you make a sticky??

I've always wondered how you can make a sticky, is it how good the post is? Or did the Moderator or Administrator stick it there for people to read?

Usually the mods sticky the most useful topics, so they're easier to find.

We are very conservative with stickies to keep the forum uncluttered.
Mostly they are messages about the forum or in some cases, we have one sticky, say, in the duck section that has many links to helpful topics.

The information on this forum posted by our wonderful members has so much that is is sticky-worthy, that if we stickied them all, there would be no place to post.

If you know of a topic that you think is good info, please PM the link to me and we will look into it.
