How would you respond to this mayor?

You need to find the others in your city that are interested and show up at the city council meeting with a good presentation. Find somebody who is good at public speaking and be concise and convincing in your argument. Too many times I've heard people make poor arguments. "They really aren't a bother and they give us yummy eggs" is not a good argument. You need to directly address concerns of smell, noise, disease, property values, etc. Do your research and find examples of ordinances from other MN cities. Contact those cities and find out if they have had "enforcement issues" or extra costs regarding enforcement.

The more folks you can round up the better. You have to show that there is a genuine interest in your city versus one person asking for an exception.

That's not what she said. She said that they had already reviewed this issue this year and she listed the council's concerns...

That's a valid response that you are going to have to challenge.
