HUMIDIFER? What is this?

Hello,

I was hoping one or some of you smart and talented incubator pros could help me identify this part that came with a GQF incubator we bought off of Craigslist?

The gentleman who sold it to us had no idea what is was and had never used it himself when he used to hatch emus. Someone had given him the 'bactor and part and he thought it might be a humidifer? DH pluged it in but it doesnt appear to heat up. Any idea? Thanks!
 
The yellow thing, is it a float? If it is, it is an automatic humidifier. The float maintains the water level in the pan. Mine is a lil different on my sportsman. It uses a bucket setting on top of the unit. A hose is connected to the float valve inside the trough. When the float drops the water is let in the valve. If you need to increase humidity mine has sponge like material that stands up in the trough. It gives you a wick effect to increase humidity in the bator.

Thanks for all your responses! Yes, that's a float valve and nope, we did not have any water in when we plugged it in. Should we give it a try with water? Sounds like it should make life easier... anyone know where I can find a manual?
