I've only got limited experience with this, but with my Brinsea incubator, it says to set at 65% to 70%, and I had a lot of problems. I set my last quail hatch at 60% and had a lot higher success rate, about 55% success vs. 25%-30% at higher humidity.

I've only experienced two hatches thus far, but I've got two more incubators with 7 eggs each going right now. One is in lockdown - I have hatching humidity set at 65%. (Brinsea recommends 65% "or higher.")
