Humidity issue

I'm in uk I'm really struggling to get my humidity up I'm incubating quail eggs in a poly box incubator with a fan to circulate air but I really cannot get my humidity up I have a bowl of water inside but it isn't increasing at all I can't get it up above 21% any suggestions more than welcome thanks

i am no way an expert and i am having the same problem i am in the UK also. how big is the poly box? its the surface area of the water not the amount that will give you the humidity you are aiming for if that makes sense. i have a Brinsea eco 20. i have read all the threads on how to up the humidity and still only getting a humidity read of 22% i go into lockdown next week.......
