Humidity too low!!!

I set up my incubator and everything is perfect exept my humidity just won't increase!! My temp/humidity meter says It's at 16% so I put a bowl of soaking wet paper towels with a tad bit of water at the bottom in and it's still not rising, and actually decreased. Any help? It goes up when I mist the incubator with a spray bottle so I know it's not broken but it loses humidity fast.

Update: it's at 47% of now, I've been misting it with water every time I turn them so hopefully it will do well.

Check your hygrometer by calibrating it as that doesn't sound right. Here's an article on how to do that:

Does your incubator have wells to put water in? You should only need to fill up the smaller one at this stage and that should be sufficient.

No it doesn't, we have a water tray under the bulb for humidity.
