If you're carrying pepper spray already, use it. When he comes growling at the fence, say "NO" in a loud stern voice. If he comes across, say it again and then give him a small squirt. He'll associate his behavior with ouchies and should think twice about doing it again. If it happens again, same thing.

If the neighbors won't train their dog, you do it.
