I’m new to baby chicks. Do you think this is “Pasty Butt?”

Hi everyone!

I’m brand new to raising chicks. Does anyone think this is pasty butt? It’s very hard and stuck, but I can’t tell if it’s blocking her vent.
Any advice would be greatly appreciated!!!
