I’m not sure how cruel it is?

A no crow collar essentially prevents a rooster from expanding his throat enough to crow at full volume. He can still crow, but not as loud. He can also eat, drink, and breathe normally, as long as the collar is not too tight.
Generally, myself and many others on this sight are very opposed to the collars. However, in cases where it is either the collar or death for the rooster, then personally, I think the collar is a better option.
You do need to be extremely careful though with how tight it is. There are several people who have had roosters suffocate or choke to death because of the collar being too tight.

Do you know how tight it needs to be?

I agree that it is cruel. Many people that have used the no crow collar either find it doesn’t work because they don’t tighten or they kill their rooster because it is too tight. It is cruel because he slowly suffocates.

Never used a row collar, I have extensively read/researched. My opinion, which is mine, And does not amount to much.
The collar restricts throat, airflow, the bird can't make a deep breath and expand throat to crow. This sounds like a rough way to live. Imagine needing to take a deep breath to clear your lungs-and not being able to.
Also, chickens eat anything, lizards, frogs, snakes, what happens when the bird swallow, and the object can't pass through the collar.
My vote, in my situations is a strong NO.
If your not allowed noisy birds-rehome, eat, sell, get hamsters-there are other options.
My 2 cents worth.

i used to have two roos both had collars and i was extremely resistant to put the collars, and when i did the poor thing started running backwards and hitting himself on the wall, so yes i agree, just don't. however if you choose to get crow collars the roos will get used to them.
