I am having problem while creating a new classified in BST

I am trying to post an auction, and each time i click the 'new classified' button this is the response: "You are not allowed to post classifieds. Please check forum rules for more information".I have 21 post in different forums. Can anyone tell me why? Do i need to post anywhere specifically?

It takes the system a few hours to recognize that you have 20 posts

I put mine in a paper nacho bowl. The kind you get at Smart and Final. You get tons for cheap. Also, the messy egg shell don't go all over the incubator, just pick up and throw away.
