I'm leaning towards cockerel. Looks very similar in development to my buff cockerel at that age. The extremely slow feathering was only seen in my cockerels and with a comb that pink, a pullet would likely be fully feathered/filled out before comb development starts. I am surprised by the lack of wattles though. Update in a couple weeks! I suspect the missing back feathers will come in pointed
