Row 4 was a tricky one. I had to re-read it a couple times to be sure that I got it right. Its a bit of a tongue twister.
If you now have the correct number of stitches and it measures larger than 20 inches then I would suggest moving to the next smaller hook.
Probably your gauge was right for the swatch but when you got further into the hat your hooking relaxed and each stitch got a tiny bit looser. Just enough to add up and throw the size off.
That or your head got smaller.

Since I did mine in pink, I decided that it should look more like a spring hat so I pulled out the last row and then re-worked it plus an extra row in a more open pattern.
ch4; skip 1 stitch; *dc1; ch1; skp1* around.
Here it is on a dummy head. Sorry, dummy is child size, but it helps model the hat.
