The two pictures made me think cukoo marans, but usually I'm not very good at this.
The barring pattern does not look like the rocks or sex links I've seen, and that baby face screams marans to me, with feathered feet i would say that seals the deal... But if I'm the only one guessing that then i can't say for certain.

I don't know leg color genetics at all really, but a quick search makes me think that it is plausible.

I'm not sure about him specifically, but a New Hampshire rooster over a French Cuckoo Marans hen could produce a BSL cockerel with yellow, feathered legs.
