I guess we know who owns the rain now.

I thought you said he was collecting for fire control ?

Was there a flooding problem ? If there was he should have gone to the city to fix it.

If the city lets him keep a dam that's not permitted would the city be liable if it broke ?

I was using flood control as an example. Creating wetlands, reservoirs and such for flood control is easier to permit and less hassle. I would have used the flood control reasoning myself knowing what I know in Oregon about the bureaucracies of each agency.

I think my point is it's not his place to correct a flood control problem by building dams. Was there flooding when he was on probation and not collecting the water ? I think the guy just wants to have 3 reservoirs on his property but doesn't want to go through the permit process.

Has anyone flown across this country of ours and looked down....Thousands upon thousands of retention dams built into watersheds, only for the purpose of saving it for livestock or irrigation.

.Does anyone realize what this country looked like before the beaver was decimated....Nowadays, we have govt. blowing up beaver dams because it's just not fair that something should get to save the water for their own use.

Just a sidenote from my youth, having observed and benefitted from the marvel of nature, known as the Beaver...Nothing like a high mountain meadow, with a 50' beaverdam creating a 2 acre pond, with trout swimming in it....I can smell it, now.

Royd, Some of my best fishing memories are of fly fishing beaver ponds in Colorado. Those little brookies were sure good eating,

Gotta wonder if the beaver has the right permits.
