I had 4 chicks hatch and 1 has black dots on it but they're not movin?

I had 4 bantam cochins hatch a few hours ago. One of them has these black dots all over it but they are not moving. Im still fairly new with chickens. 3 of them are drying off and feel soft, but the last one to hatch don't feel really soft, it feels harder, like somebody sprayed hairspray on it and it dried. I tried to take a pic but you couldnt tell from it so I didn't post it. The chick is also black so it was hard to see with a pic. Does anybody know what this is? His skin is also more pinkish than the others. They are at the base of the feathers by the skin. Thanks!
 
It sounds like you're describing a bird of a different color and breed.

A pic would be helpful. There is also the possibility that some of the membrane is dried on its feathers.

Here's a pic, but you really can't see the black dots in the pic. Maybe a little by the bare patch of skin maybe?
It may be a different breed? The 5 that hatched are supposed to be bantam cochins. I have a bunch of silkies in there but none of those have even pipped yet. I now have 5 cochins. The other 2 cochins have pipped, but not zipped yet. ALL 15 silkies have not even pipped. My last hatch was all silkies and I only had one hatch and die 24 hrs later. Silkies must be more sensitive.
 
Her feathers are kinda matted down instead of fluffing up like the others. They all look the same. They are darker colored with a little yellow or creamy white here and there, and they have furry legs and 4 toes.
 
It is most likely just a different breed and it will fluff up very soon. Does it have the feathered legs like the other Cochins?
