I have the hovabator 1602n. Third hatch is set. Thermometer is accurate. Without touching the stinking thermostat or being in a drafty area it goes 99, 100, 96, 102, 100, 104, 99....its infuriating to have to monitor the stupid thing every hour for 21 days.

Yea we had the same problem but then we were trying to hatch in the middle of winter in a drafty room.
Try keeping your incubator out of direct sunlight and away from any draft variances.
I even herd of people keeping them in bathrooms and closets to keep out of drafts and such.
Also you may have a defective thermostat disc, which would really throw your temps all around.
Since our first experiance we built our own incubator and are having much better results.
We still are using our 1602 as a hatcher but I wired in a digital electronic controler which helps keep a stable temp average.
I wish I could post pictures on here, I could show you what it looks like.
