I have a bully hen

At first it seemed like food rights, so I put out 2 separate bowls of food several feet apart. That appeared to help. However, I've witnessed the bully run halfway across the yard just to peck at one of her usual victims.
She is now a permanent resident of the smaller coop of her own.
I alternate who gets yard freedom every other day, and one day between I let them all out together under supervision.
With winter approaching, I want her to be back with the others.
 
I am reading this thread and saw "pin less peepers" and said, "what?"
I looked it up. These are blinders for chickens, attached to their nostrils. How clever! I just bought a bag of 25 from MacMurray Hatchery. I will give this a try on my problem rooster.

Make it so that a bird eating at one bowl, cannot see a bird eating at another bowl. You can use a large tote, laid on its side (this will act as a wind protection too) put a bowl in front and at the back. Even a large cardboard box will work for some time. Pallets are also good to make mini walls, any object that will block a line of sight.

I've got a flock of 8 hens. 2 Silver Lakenvelder, 2 Production Red, 2 Lavender Orps, 1 red Sexlink and 1 black Sexlink. They have all been raised together as baby chicks. One of the Production Reds is really mean to the others and bully's them. Pecks at their combs and feathers. Just mean. She's not mean to humans. Is there anything I can do about this?
My RIR which was added to the flock to replace a cockerel was being a bully, she was older than the others. I separated her from the flock for a couple weeks. When I re-introduced her, she became the bullied.
She's missing neck feathers and I found a couple of small scabs in that area. I saw that my favorite girl was the one picking on her.
Upon advice I received here, I put peepers on all of them. After 2 weeks, I removed hers and those of my 2 more docile hens. The BSL and the Orpington still chase her away from treats when I bring them, and they still have peepers on. I was gonna wait a few days more and then remove the rest of the peepers.

In the roosting area at night, my RIR is off away from the others, like an outcast. Maybe the others hate her because the same day the cockerel (which they were raised with) was gone, she shows up. Still learning chicken social behavior.
 
Line-of-sight breaks can be really helpful. Sometimes the bully loses interest or just forgets about her target when the target disappears from her view. Multiple feeders and waterers out of sight of each other helps, too - they give the bullied a chance to eat and drink in peace.
