I have a chick pecking the other chicks feathers out and eating them

I haven't ever given these chicks treats. I do let them out in a fenced in yard a little bit. They are still pretty small. Will take photos tomorrow and upload. Thanks for your help!
 
We also have a similar problem. I'm not sure how much protein our starter feed has, but our brooder is a bit small. The peckee's down has been mostly pecked out but her outer feathers are intact. They are about five weeks old.
 
I believe the baby feather consumption is normal to absorbing /re-absorbing keratin. My 1 month old chick loves it when I pluck out her baby fluff and loves eating them. She lays there, closing her eyes, while I, gently, pluck them. I'll place them near her and she gobbles them up. Especially in the morning while we cuddle and she grooms herself, happily, gently chirping and trilling. We are very close, to the consternation of my dog Bee, and the 3 of us spend most of the day together, going for a couple of walks a day and she free ranges constantly with me turning rocks and stuff over for her.
