Yes they are, and yes he does. That could, not necessarily does, indicate that he is not pure.

Sometimes purebred chickens have "sports", chickens whose colors do not meet standard in some obvious/dramatic way but are still purebred. Cemani are notorious for producing sports, from white earlobes to whole white patches on the birds

Your bird could be a sport chicken, or it could be mixed, no way to tell.
