I have a silkie that is 14 weeks old when will he start crowing.

How many other roosters do you have? If its a rooster, and you have other roosters in the pen with him he may suppress the crowing to the dominate rooster(s). Do you have hens with it? Do you know for sure it's not a hen? At 14 weeks, he would start crowing within 3 weeks or so in all normal conditions.

yes it is it a rooster and I don't have any other rooster with him.

I have some silkie hen with him and some polish hen to.

In my experience, they crow a lot earlier if they have an adult cockerel with them because they learn and copy from him. Even in the absence of a male I would say he will start crowing at 5 months perhaps 4 but that seems a little young, although I had a hybrid LF cockerel who started crowing at 1 month old! Sounded more like screeching!
