If you split a roosters tongue, he can not crow.

Don't bite my head off for wanting to try this, but we have tiny little silkie who is apparently a rooster. His name is Popcorn, and he is the largest of our tiny little silkie trio, and we feel that giving having to give him away would be such a loss. What could we do?

I don't think it would work either thats not where the crow comes from. They are not like people that need a tongue to articulate words, but it may impead his ability to eat and drink.
 
The main part of a rooster's crow is generated down where his windpipe splits, there is a harder band of cartilage that vibrates and makes the main crowing noise. Splitting his tongue will have zero effect on crowing. Cutting his throat will stop it for good.
