I have no idea what I am doing

I weighed her yesterday on a regular scale that only does increments of .5lbs and she was 2.5. On Friday the vet said she was almost 2.75 so I think we are ok. I'm going to the feed store on my way home tonight to get a proper scale along with any supplements they offer especially something for the water. I really do not think she is drinking like she used to
Go by Walmart or Target and get a digital kitchen scale and one of those clear plastic bins (for her to sit in while on the scale).
 
I'm really noticing a difference in the way she used to drink. I'm wondering if that is the problem and maybe she is just dehydrated and won't eat the food because she doesn't want to drink. She doesn't lift her head back and make those cute noises when she used to swallow. She just has her bill in the water face down and smacking her bill making the water splash but no obvious swallowing

Dehydration could be part of the problem since almost all sick birds will be mildly to moderately dehydrated. :(
