I agree with @21hens-incharge , appears to be Cerebellar hypoplasia to me too! I know chickens can have it but I have never seen it in quail. Sorry this has happened to you're chick.

E.T. is still alive, but he can't walk or hold his head up still. He's getting tromped on by his hatchmates and his eyes appear to be getting crusty where the eyelid doesn't quite cover them. It's a pity—he's rather cute.

I had an albino quail hatch like that in my last batch

Failed to thrive. Didn't know the condition had a name. Not great pics of it i wasnt shooting to show it, thought it wasnt a big deal and he would grow into them. Albinos being so notorious for vision issues i contibuted it to that.

I've developed a bit of a soft spot for E.T., so I gave him some nutridrench and some water, which perked him up enough for him to scoot around the brooder a bit. He still won't eat, which is unfortunate.
