i have some tomato seeds with a sell by date of 2007

Plant 30% more than you want to grow.. after first couple of years you loose 10-20% germination rate. I have stuff that's 20-30 years old that still grows stuff though

I "used up" a package of 10+ year old giant sunflower seeds............it must have mutated because it was giant and had tons of seed heads! I never even got around to adding the "newer" sunflower seeds
 
I would go for it! You could do a sprout test by germinating ten seeds in a damp paper towel put in a plastic bag in a warm place to see how many sprout, or you could just sow 30% more than you want like Boyd said--which is what I would do
