More and more cities and towns are turning around about having chickens. I know right now, mine does not, but I keep them anyway.

Perhaps you could re-try but this time come armmed with recordings. Do recordings of "simple clucking", "egg laying", "cooing" and "alarm" sounds. I don't think anyone would abject to the sounds if they knew , truely, what they were - except perhaps "alarm" but then again that's what it is for.
 
She doesn't want to hear chicken noises. She prefers what ? Dump trucks, school buses, and barking dogs ? If I were you i would run for office myself, or help a candidiate who agrees with your cause. Action ! If you give up they win.
 
It's clear that the Vice Mayor has her own personal agenda per the chickens. Long story, but the previous owners of our house had her childrens' 4-H chickens taken away because of her in 2004-although they weren't living in this house at that time, they were across the street from the Vice Mayor. The Vice Mayor lives in a house that takes up half a block, it's hard to imagine that noises from hens across the street were that bothersome. I can certainly see that the person we bought our house from and the Vice Mayor might have had some personality clashes though.

When I was working on this back in May, I emailed the Vice Mayor twice, and never even received a form reply-I guess she really is working for the citizens of this town:/
 
Well you could always buy a few Chicken Costumes and go trick or treating at their houses. And leave them some treats too...like an egg or a little chick with a bow attached to it. Once you see a chick...I mean really...perhaps that might melt the iceberg. But don't forget Halloween...take every opportunity to get out the message. Maybe get a permit for a parade and everyone could dress up in chicken costumes...so many comical news drawing ways to get your point across...LOL I'm really sorry that it wasn't passed this time around..but don't give up!!!
