I am looking for plans or some Ideas to build a chicken coop on a steep hill a tractor one so I can move it around

How steep is you hill? You might be fine if you have wheels that are recessed when not using. . . Or use one ot two dog tie out stakes as anchors?

Not sure a mobile tractor coop is a good idea on steeply sloped land.

Build a raised coop. You can build it on stilts and have the legs cut to level it. I'm not on a steep hill but not level ground.
