I need advice dealing with goslings

We bought three goslings yesterday, the woman said they were a mix of Chinese African and Taluse (?), they're all fairly young with the youngest being four weeks. The first problem is the largest gosling pulling out the other's fluff, she also pulled a few chick feathers before we separated them.
The second problem is that the three refuse to sleep under the heat plate; I've adjusted the hight multiple times, made sure it's not too hot and put them under it a few times; they'll walk under it but they won't sleep under it, they cuddle in the opposite corner.
The last problem is that the goslings somehow soak every inch of themselves with their waterer. I'll dry them and put new shavings but they turn right around and get soaked.
