I need advice, neighbor problems...

I would have to strongly suspect something was going on. I would not call without seriously thinking it over, but I would not idly stand by waiting to get hard proof if a child could be in danger. Too many times people "mind their own business" and something avoidable happens. That said, I am not going to say anymore, because I don't want to hijack someone elses thread.

It is very common place for older siblings to teach younger ones in a home school setting. And yes, they generally thrive doing so.

In Michigan you need a diploma or a GED to legally homeschool children. An older sibling could certainly assist, but the bulk of the actual teaching and curriculum should be done by an adult with a GED or diploma. My friend's brother divorced his wife on this account. Ex-wife wanted to be a nomad with the Renaissance Festival and wanted to homeschool the girl. Neither one had a diploma or GED. Friend's brother got a divorce, GED and job and daughter now attends public school while Ex-wife/Mom still runs around jobless (got fired from Ren Fest). My aunt also homeschooled her daughters until they got old enough for high school and wanted to have the high school experience and join sports, clubs, etc...
