I need some breeding ratio input

I have a group of birds I want to breed and improve on. Currently 11 hens and 8 roosters. I want them to be in 4 groups of 5 (4:1) so I need to expand from what I have. Right now if I seperate them into the grouping total it would look like (3:1) (3:1) (3:1) (2:1) and be about 4 months before they expanded. I would really prefer to keep the pedigree free from linebreeding as a tool for expansion.
Would you run the groups number and make incubating and expanding them a priority?
Would you run a bachelor covey and group just the hens and give their rooster limited time with them?
Would you run (4:1) (4:1) (3:1) and worry about getting the 4th group later?
Would you save the 4th rooster somehow in this^ instance?
Would you do something different?

These birds are Jumbo Egyptians first gen out of Myshire so its not like it would be hard for me to get another batch of eggs and run them after my next hatch but my girlfriend would ki I should really think about all of my options first.
 
You have way to many males for the number of hens you have. Right now you have enough hens for 2, maybe 3 groups if you have some gentle boys. The ideal number is one male to five females.

You can do spiral breeding with as few as three groups (rotate a male from one group to the next each generation).

The males are completely separated in two groups of 4 so no worries there.
The males I have selected are all smaller than the Hens they are grouped with (on paper) and any males that showed aggression were culled from the program. So hopefully the gentle have been selected now only time will tell.
I know what I can do and what the basic best practices are to maintain. I'm really just trying my best to problem solve my way into 4 groups but its not set in stone. There is definitely more than one way to do things right depending on how much effort we are willing to put in
