I need some Cage advice and help pondering!!

I have one coturnix rooster who is in charge of most of my hens, he has had two other roosters near death. I have never had a problem with my hens though

My roos all get along fine. I keep two in the same cage as one is a tad younger and not plumed out like the breeder male... the cuddle when they sleep! My problems all been with my hens fighting others. I had to put one in the freezer because she wouldnt stop and was tearing up other birds. I have another that fights and I separated her with one roo only so its just her and the roo... no problems now... she has bumblefoot though so im thinking thats the cause of aggression. Im scared to do a bumblefoot surgury though.... but her feet are both swollen.

The only time I have fights between hens right now is when another bird in the cages gets scared or excited and runs around the cage. They seem to do alittle pecking telling the bird to chill out
