I'm not sure about the goat, I think that animal control would have spoken to you about it if they seen there was a problem or you were breaking an ordinance. I wouldn't worry too much about your neighbor calling in on you because deep down they know they are wrong and they want to scare you off.

OTOH, if their cats start disappearing they will know who to look at now. I would just wait it out and get rid of the cats one at at time over a long period of time.

Anyone who has an animal must control that animal in all ways. What about the damage they are doing to your insulation and wiring in the roof? You can't let your animals loose so why should they be able to? If the animal comes into your yard you have every right to take care of the problem as you see fit. Then again, if your chickens get out somehow and wander off who's to say they are safe now?

It stinks to be in a situations such as yours. Legally, you have a strong case. Socially, you are up the creek. Let this die down for a time, keep your chickens contained and wait. If by summer the cats are still roaming free take them out. But, don't tell anyone about it.

Just because the ordinance says that, it does not mean you would be able to keep the goat(s). Better left unreported than bring notice to yourself.

But it wouldnt hurt to check on what they actually mean by that ordinance. If you could check on it with out bringing attention to yourself all the better.

Animal control just doesnt seem to have time here to worry about that stuff, unless there is a complaint. Then its another story.

One reason I don't live in the city and never would, though I do live in a country subdivision and no problems. The county sheriffs dept does not wanted to be bothered with petty neighbor disputes thankfully, though we don't have them we get along. But my dogs have killed a few of the neighbors cats in my fenced yard, I have never told them. I did not see the sense in giving reason for a dispute. No matter if the ordinance is in your favor or not there is a catch all. If they report to the health dept for smell you will still have a problem. But it sounds like they are not smart enough to know that.

Lie low, bide your time, dispose of the cats, and say nothing absolutely nothing.

He buried it and didn't say a word and things were great for a couple of months. Then he felt bad about it and told his neighbor. What ensued was nothing short of a war with the neighbors. His policy now is to not say a word- ever. I adopted the same policy.
 
thats what i'll do then...just lay low and wait it out.

it sucks because the neighbors didnt like us from the start anyways..we arent as affluent as the rest of the neighborhood, we have lots of noisy kids..he basically told my husband he was tired of lower class people living across the street.what a jerk! its not like we have appliances out on the porch or something!

thanks for the advice everyone, from now on, im not saying a word or trying to be nice about it. i will just quietly round them up if i can.
 
I have a golden retriever that is anti cat. I have a electri line on my run. My dog will not allow our neighbors cat to come into out yard. It works just finr because before we got our dog the neighborhood cats all came and used my garden as a cat box !
My dog needs to have a license but cats do not and can roam everywhere.
I have a cat that never goes outside. She is inside cat. Even when I have chicks in the house tho she does not bother them.
 
I have had several cats with my chickens, my neighbor has several cats with her chickens, there are several other cats in the area, have never known a cat to kill a full grown chicken. Are you 100% sure their cat is killing your chickens? I have to admit I am shocked and sickened by all the posts encouraging someone to surrepticiously kill and bury someone else's beloved pet. Seems like there has to be a better way ....sure would be scared to be neighbors to someone who would just shoot and bury my dog without talking to me.
