Recently, I had a hen go broody and then one was taken by a predator the other night. So that leaves one lonely hen with two roos, not a real good mix for the hen. Although the older roo keeps the younger at bay, she is still the object of both of their attention. Captain is about 2-3 years old and Rebel is not quite a year old. I have 8 nine week old hens, the hens are in a coop and run. the others free range. I would like to put Rebel with the young hens, or put him in a crate that is about 4 wide x 3 long x 4 high until they are old enough to handle a roo, if not now. Which would be best?

Based on what I've read, not experience, I've read that roosters won't try to mate hens that are not "ready," meaning not egg laying age. So other than pecking order issues, and I'd guess based on his age that there'd be no issues there, I think he would be fine with them. I'd probably try that first, rather than crate him alone. You can always resort to that if things don't work out.
