This is located right before/above tail feathers. This is a jersey giant rooster. Behavior. Eating habits, etc is normal. What do i need to do to fix this? Sorry this the best pic I can get.

Can you have someone hold him and you snap a photo?

Hard to really tell anything about it. Could be his oil gland, but the photo is just not clear enough to make that determination.

Can't really tell from the picture but it looks like a pecking injury or something like that? I would treat it like any wound, vetericyn spray, maybe blu-kote to discourage any pecking at it and you could put a dab of neosproren or similar. See if it clears up.

To me, it looks like a broken blood feather. Nothing to worry about if it is; it will heal up on its own. Wouldn't hurt to apply vetericyn spray or Blu-Kote (or similar), like DLA suggested above.
