I think something is wrong with my eggs!!!

It’s day 17 and none of my quail eggs have made any noise yet. Only one is wiggling. I thought some would have pipped already. Should I be worried or should I keep being patient?

My temp has been 99.3 - 99.5 unless I open it then it goes to 98. Our power did go out a few days ago, but I don’t know for sure how long. Being patient during lockdown is so hard.
