I think too much light is our problem!(bald spots update)

I have two hens out of four that turned up with balding chest area's this winter. I still have not figured out what caused it.. One hen appears to be growing her feathers back but my little Henny Penny the runt of the coop still has no cheat feathers.. I have turned off all extra lights and they now are out of the coop 6 -8 hours a day..I have not observed any pecking but my #1 hen will push her around at the food plate. I am hoping more time out of the coop is going to be the answer. I may just have to remove the little one and see if the feathers come back. I am afraid if I do that and she is out of the coop for a week or so that she will just get pecked more.. Any insight on that..
