Depends on what species of pheasant your asking about? Some take 2 - 3yrs to mature to breeding age. Yes, they can mate with peepers or blinders on....their primarily used to keep birds from pecking.
I will assume your asking about ring necked pheasants. They will or can breed the following spring after hatching. Usually by 6 months they will have their adult plumage, some may take a little longer ( 2 or 3 weeks longer) to reach adult feathering.
They will start displaying in early spring, and usually hens will lay mid April - June, of course, it depends on your location, these time lines may vairy. HTH
