As a suggestion, you might modify your profile to show where you are. This indicates your climate and helps people answer some questions. I also like to show what chickens I have in the signature so people know if I am talking about bantam or full-sized chickens. Again, it helps people to better understand your circumstances. I took me a while to catch onto this.
Good luck on your visit to the health department. Might I suggest you discuss it with your county extension agent before you talk to your health department. They may be able to give you some help on how to present your proposal and avoid some land mines. I can't imagine 1/2 acre not being big enough. I'm sure you will be successful.
