I was gifted a one eyed hen. Is this an infection?

Do you have other chickens or poultry? Her eye looks to be missing, but bubbles or foam in the eye can be a symptom of mycoplasma (MG,) a chronic respiratory disease. If you saw another hen with foamy eye, then that is pretty obvious. If you have other chickens or fowl, they can get it and become carriers, so I would consider giving her back.

How many chickens did this lady give you?
If you have other chickens - did you house/quarantine the new ones separately?

You mention that some of the lady's birds had bubbles around the eyes like soap suds. To me, this is likely an indication the birds have Mycoplasma. This is a contagious disease that spreads through a flock and makes birds carriers for life. http://edis.ifas.ufl.edu/ps044
What are your chicken keeping goals?

Flush the eye with saline, press any pus that you see out of the eye. It's hard to tell if the eye is lost or if swelling/pus has it covered up. Apply an opthalmic ointment like Terramycin in the eye. Flush/apply ointment to the eye at least 2 times a day.

Antibiotics like Tylan50 can help if this is Mycoplasma. You need to weigh your pullet so you give her the correct dosage. Dose is .25ml per pound of weight given orally 3times a day for 5days in a row.

I have 12 other laying and 20 boys being raised for meat, to be harvested after Lent. I am keeping the 3 grown birds she gave me separate from eachother and VERY far away from my original flock and the boys. The new birds are downhill, down wind, and even have a building between the two.

Goals: keep egg layers around for eggs, butcher boys and non-layers as needed.

Had this not been the same neighbor with the stroke, I would totally give her back. But, lady cannot care for her. I was considering keeping this hen WAY THE HECK AWAY from everyone else and practice administering antibiotics on her based on video posted above and the weight to cc conversion table. Also, terramycin. I don't want her near anything until she is 4 weeks with no symptoms. That may be a bit overkill, but I value my ladies too much to chance anything.
