Be careful that the water level isn't deep enough to drown them - babies can fall headfirst and not be able to get out.

I don't know much about quail, but the way I teach baby chickens to eat is using my hand as a mama hen, 'pecking' at the food with my fingers and making the "come get food!" sound like this: bik-bik-bik-bik!
